Sorry about your trouble but I’m not sure what your situation is. So I’d like to confirm your settings precisely.
Q1:
For example, I assume that both you and your server are in US (just as an example). In this case, the “Matching rule” is set as “Whitelist

Do you mean you put your IP address into “Whitelist of extra IP addresses prior to country code“? I think you don’t have to set it if your IP belongs to US.
Or do you mean you put your IP address which is not in US?

When you configure so as to block yourself (either by country code or IP address), this plugin shows a warning message as follows while you’re logged in as an admin. Didn’t you see it?
Once you logout, you will be unable to login again because your country code or IP address is in the blacklist.
or
Once you logout, you will be unable to login again because your country code or IP address is not in the whitelist.
Q4:
In “Logs” tab, you can find the list of blocked accesses. Could you find yourself in the list somewhere in “Login form” or “Admin area“? If you find it, please let me know the column of the “Result“.
