iThemes Security rearranges htaccess code blocks

Upon an upgrade, I found that code blocks in my .htaccess file were rearranged by iThemes Security in that it put its own code block at the very top.
I have certain rules that need to be at the top so they get processed before the iThemes security rules. When iThemes puts its own rules at the top, certain functionality of my site gets broken.
iThemes Security should confine itself to modifying the .htaccess file only within its own code block. This, of course, does not necessarily hold true for initial configuration.
