It’s not doing what it’s supposed to do, It’s not restricting access

I installed this plugin on my wordpress site as I need to give temporary admin access to my theme developer. I don’t want to give him access to the user management or controlled admin access plugin. Apart from that, he should be able to access anything or should be able to install, manage other plugins. I created one user through this plugin and restricted his access to users and controlled admin access plugin (default in the plugin). When I logged in with this user to test the working, this user is able to edit/delete existing users. He can access his own account in controlled admin access area. This is not the desired behavior. Why is this happening?
