It's not working, but why?

I’m having issues with this plugin, aswell as with the twenty fourteen theme, so i’m not sure if the issue is about the plugin.
Already tried to use it in 3.8 and 3.9, but i got no additional options in the color tab through “appearance -> customize”. Still just the default background color option.
