I’ve cleared the mandatory categories area

In Settings / Registered Users there is the Mandatory Categories area for registered users and under Excluded Categories for public subscribers.
I did some tests: if I select all the categories in Mandatory Categories, registered users do not receive the notification email for new articles. So what is this area for? It doesn’t work and I have removed it in ./admin/settings.php 347-355In Subscribers / Registered Users / Mass Management there is the appropriate area with the setting for registered users and this works.
