I’ve cleared the mandatory categories area

    In Settings / Registered Users there is the Mandatory Categories area for registered users and under Excluded Categories for public subscribers.
    I did some tests: if I select all the categories in Mandatory Categories, registered users do not receive the notification email for new articles. So what is this area for? It doesn’t work and I have removed it in ./admin/settings.php 347-355

    In Subscribers / Registered Users / Mass Management there is the appropriate area with the setting for registered users and this works.

    SOLVED.
    This “Mandatory Categories” section is used to prevent registered users from selecting the categories that the admin has “hidden” by default.
