Japanese characters in URL giving 403

    I get 403 when using Japanese characters in URL slugs.

    The Japanese is render well on the post content and the search works with Japanese characters, e.g., domain.com/?s=歩.

    The only problem is when I change the permalinks to use postname. The postnames are in Japanese characters and give 403 Bad request.

    As far as I know, using Japanese/Chinese character URL is supported in WordPress.
    Any ideas what might be the problem?
