JetPack protection locking out site

when developing applications in general it is great to use dynamic or multiple environment for developing and testing purposes, just like VIP does but not easy to do on wordpress because a lot of the configuration is static in the db and impossible to easily export configuration and data easily and in a very selective way.
The static mapping of a domain/subdomain to jetpack is not so flexible as a single configuration cannot be mapped to multiple domains/subdomains. Given this difference in development philosophy (btw VIP uses already preprod and prod environments so nothing new here but just not easy to work with wordpress in general)
I have been locked out of my dev.WORDPRESSISTE.com, I have the stg.WORDPRESSISTE.com on https://wordpress.com/ sites and i cannot add the dev. one.When getting the locked out page on the login page on the dev. app I have tried to add my IP address, this did not work.
Then tried to get a link by requesting it to my email. I received the link but when following it I end up again on the IP is locked out page.
I had to rename the folder jetpack to jetpack_ to disable the plugin and then login to the backend of the dev. site.
Now when i visit the wp-admin/admin.php?page=jetpack#/dashboard page I am unable to link the dev. site.
Given the above could you please confirm how I can avoid being locked out from my site? I would like to avoid these hacks like renaming the folder.
