Job Manager Settings not working?

When I go to the Job Submission tab and select the checkbox to require a user have an account to post a job, it DOES NOT require a user to post a job.This seems simple enough, but even though I have the checkbox checked is it allowing anyone to post a job without an account.
Any thoughts?
