You may need to use something like this plugin to create a new user role that has access to WP Job Manager functions: https://www.ads-software.com/plugins/user-role-editor/

This plugin simply extends the main plugin to allow anybody with the “edit_others_job_applications” role to edit applications instead of just the user who created the original job posting.
