Jobs board and database (help!)

Hi,

I need to know how I could put together a website that is like a jobs board (there are many good themes) – but where users can list their certificates which can be searched and filtered like this website does – https://www.bindt.org/Certification/pcn-certificate-verification/pcn-verification-form/

I am very stuck on this. There doesn’t seem to be a jobs theme or any way I could integrate both. The website I linked is very old, so there must be some easy way to do this but I am struggling.
