You should take a look at https://serverpress.com/products/desktopserver/. It’s basically a solution that will allow you to build your WordPress website on a local server.

You will also have to use 301 redirects to make sure that you don’t lose your current Search Engine Rankings.

You can install a new WordPress using Xampp or so on a test machine. Xampp and WordPress are an ideal solution for testing since they run even on the slowest of PC’s.

Start copying your content etc and once you are done with WordPress, all you need to do is copy the WordPress files and Database from the local test server to the live server.
