JQuery Hover State?

Hi

The theme I am currently using has quite a good looking hover state for images built in (see: https://5.28.58.11/~graveyar/bio/)

I was wondering if it would be possible to add this state to my NextGen gallery?

If it is possible, what information would I need and what would i need to change?
