jQuery is not defined

Hello,
I have noticed that on sites where jquery is located in footer the UK Cookie Consent plugin generates “jQuery is not defined” reference error. This results in message about cookies appearing every time page refreshes despite clicking OK (since the script cannot read cookie).

Any idea for a patch?
