JQuery not defined on frontend

I got stucked in wordpress 5.5.3
whenever i try to update the WordPress to the latest version I’m getting JQuery not defined.
I tried the basic solution is to deactivate all the plugins then the problem still persist.
Here’s what i found, i found out that the JQuery not defined only exist if the user is not logged in.
but when the user logged in the error is gone.
I cant make my WordPress version in 5.5.3 forever.
please help.
I created a staging site for the website.
if you check the pages there is a jquery is not defined error, but after you register on the site the error will disappear.The page I need help with: [log in to see the link]
