jQuery not loading at all

I’ve had it happen a few times now, with the latest updated version of this plugin, and a fresh WordPress install, where jQuery isn’t loading at all. I look in the source code and can’t find it, but when I put a hard-coded call to a hosted library version, *THEN* it loads. I can’t find any conflict with theme or plugin that could be causing this.
