justified row heights not working

I am testing this justified gallery and the row heights are still different and the last row is not justified. Can you please help?

Here are my settings:
image height: 30
maximum photos per page: 20
justify last row: check
fixed height: check
pagination: none
lightbox: swipebox
captions: check
margin between images: 2
use large thumbnails: check
