Keep file uploads on server

I know that files uploaded via the form are stored in a temp folder until they are emailed to the recipient and then they are deleted.

Is there a way to not delete them as I am setting up a site for a photo competition and I want entrants to be able to submit their photos this way and have them stored on the server.
