Keyword/Category Based Content – How to add “weight” to a keyword?

Hello everyone!
I’m still learning coding as I go and have learned a lot from all of the available content. I’m nowhere near being pro at all though, that’s why I need your help once again! ??
What I’m trying to do is show a block of content (say an advertisement) based on what category/page/tag is being viewed. I’m also looking for a way to control what content is shown based on the “weight” of the terms used.
For example:
You go to my site and the home page shows general advertisements. You click to go to the category “Games” and are shown game related advertisements. While in Games you click on a post with the term “XBox” and are shown advertisements specifically pertaining to the XBox, or if no ads are available for that tag, then you are shown the Games advertisements.
I’m really not too sure how to go about this, but I’m willing to code it all myself if shown the proper methods. I don’t think I fully understand the If/Elseif commands either and I’ll be looking into that, but if anyone knows a great link then I’m all ears.
