Kills admin privileges

WP backend loses all admin privileges (you do not have sufficient privileges..). Dashboard is blank other than the WP RSS feed and a link to update the user profile.
The URL becomes:
https://www.example.com/wp-admin/user/?c=2Deleting mingle by FTP resolves the issue.
