Landing page for city selection on a MU site

Hello,
I want to build a WPMU site and set up each city as a a sub site in it.
For example – https://www.cityguide.com is the main site
– https://www.cityguide.com/city1
– https://www.cityguide.com/city2
– https://www.cityguide.com/city3As part of the main them I want the user to be able to select the city when he comes to the main page. Since this would be a major feature on MU sites, I was wondering if there are such themes available already that I could configure and use?
