It looks like your WordPress instance cannot contact ps.w.org domain. Can you please try to disable all other plugins and check if the issue persists?

I disabled all other plugins, but the problem persists.
I’m behind a proxy, open to the internet, and normally updating all the other plugins doesn’t give problems in reaching external resources.

Can you please try to create a custom PHP script which tries to download the file via https://developer.www.ads-software.com/reference/functions/download_url/ and check if it works? Perhaps, you can also attempt to download a non-ZIP file e.g. https://ps.w.org/real-category-library-lite/trunk/README.txt to check if ZIPs are an issue on your webserver.

I configured the global proxy for wget on the server, and I was able to wget the two files:

I recommend doing this together with your technical assistant.

In general, you need to call wp-admin/?test-download and check if the download throw an issue (with WordPress debugging active). You could also install something like “Query Monitor” to check if the remote calls worked as expected. The downloaded file is moved to a temporary folder on your system.
