Language problem after upgrade to 2.2.1

Hello there,

I’ve developing my own theme. I have my theme tested on two different domains.

On the new domain, with the latest wordpress 2.2.1 installed, there’s a problem for languages.

I found that out because one of my reader’s comment is written in Chinese. I then later write a Chinese post, when I save it, all the things I’ve written has changed to question marks (?).

Is anyone having the same problem for languages?
