    Rolling back the update fixes the issue. I checked the source of the page in both instances and it seems when the update is applied the CSS file is completely gone. The wp-block-library CSS file:
    /wp-includes/css/dist/block-library/style.min.css?ver=6.3.2

    Is no longer enqueued on the frontend when the update is applied

  • There’s a beta experiment (under Elementor > Settings > Features) called “Optimized Gutenberg Loading” which is enabled by default as of 3.18. It’s probably that.

    Had to come here again to address this. I’ll leave this as not resolved since this is a feature enabled by default and breaks the gutenber social icon button which is common to have in your theme builder’s footer or header
