Layout Template selector popup not appearing

When I launch page builder the Layout Template pop up window does not appear as it does in the help videos. Instead I’m taken straight into a blank page with the beaver builder tools (e.g. row layouts, basic modules, etc) on the right side. I don’t want to build pages from scratch! How do I get access to the Layout Templates?
