Then there is something wrong with your project. Deactivate all plugins as a test. If you then see the settings again, one of the plugins was to blame. You could also ask the other admin for support.

Now that the question is answered, thus the problem is solved – is there a way to have it be auto-set to that comments are allowed?

It would be possible to subsequently set this setting to enabled on all existing pages directly in the database. Here is an article that describes how to do this: https://wpassist.me/how-to-enable-comments-for-all-posts-in-wordpress/ – make a backup beforehand.

<sigh> I’m very sorry for posting that mostly-useless question. It was an automatic-reaction, because I didn’t do “stop-think-go” that I normally do. I hope that this doesn’t tarnish what people think of me.
