Leave a Review Displaying as text

After upgrading (all plugins and core), I am now getting the “leave a review” message as text (instead of html) at the top of all admin pages. As a result I cannot clear the message and it looks like an error.

When I view the code in web developer, it looks as if all < and > have been converted to > and <. Any help would be greatly appreciated.
