Let other user roles clear the cache?

The most recent thread I found on this topic was 2+ years old so I thought I’d bring it up again.
I’m considering letting users with roles other than admin clear the cache, but I haven’t found any documentation on how to allow it or if there are reasons why it’s not a good idea.
I realize that clearing the cache can be a big deal on high-traffic sites, but there must be some way to deal with the issue of having lower user roles posting updates and needing to get those updates onto the live site in a timely manner. Leaving it up to the cache timeout won’t work in some cases.
