Your order will be “on hold” or “processing mode” so thats why this happning, you have to enable check on order status settings page and you need to enable check on processing mode.

Actullay when admin will mark woocomerce order completed then user will receive license keys, your orders are on hold or on processing mode thats why user is not receving keys.

Can you share the screenshot of your Woocommerce > orders screen?

this issue is happening when your orders are not completed, In the Woocommerce Order status you have to mark orders as completed then the user will receive keys.

Also, You can use This Code to set Auto Complete Paid Orders.
