Lightbox not showing up

My lightbox is not showing up on my homepage. It’s supposed to pop up after 15 seconds or if you scroll down 50% of the screen on the home page. I temporarily put a bar at the top of the homepage and now that is not accepting emails to subscribe either. I really want the lightbox to pop up again, please help.
