Limit Author role to DRAFT or PENDING REVIEW

How to limit the roles of my Authors New Posts Status to be either PENDING REVIEW or DRAFT?
The reason I want this is so the Editor or Admin can review the posts made by Authors and then publish.https://www.ads-software.com/plugins/capability-manager-enhanced/
