Limit Number Of Times Contact Form Is Used

So, what I want to do, without making it into a major project, is to limit the number of times someone can use the contact form to send a message without tagging it as spam in a blocklist. And probably have a time out period before they can use it again.

Optimally it can be set to a limit of 1 per 60 days.
