Limit on groups?

    Nope, there is no limit.

    Come to think of it, I would want each member’s profile page to have testimonials, and have the email notification for approval go to that particular member, not to the central webmaster. That can’t be standard…?

    Unfortunately not. The email is there to let you know so you can approve the testimonial. If you give your users moderator powers, they can approve testimonials across the entire site.
