Limit Order for vendors per Hour

vendors need to set up maximum order per hour ,If a vendor name v1 set up 2 orders per hour if he gets 3 orders then the last order will automatically go to another vendor who have free slot on the same category and location .is it a customization work were we can discuss about that? Thankyou
