Limited images voting

I see, that a user can One vote per picture and the limit of votes. It’s ok.
But, I need that a user should vote fixed quantity of pictures only, no less.

For example 3 vote per user anmd one vote per picture is configured:
Than user can vote only three pictures at all as I see it.

It can not be directly configured that only three pictures can be voted.
It can also not be configured that a picture can receive 3 votes at all or max from a user.
