Limiting posting: N post per day per user

I’m using wp for a MetaFilter style website in Persian. (sobhaneh.org) and I need to limit members to only one post per day per member.
Does anyone know of a plugin or hack that does this? Could anyone make such plugin? It’d absolutely be useful for comminty websites.
