Link instead of page

Hello,

On my blog pages, I have my banner and under it a black bar and on this bar are any page links I create in the backend.

How do I change this so the links can be anything, like to other sites instead of links to WP pages?

When I create links in the backend, they just appear in the link side menu, not on the black bar.
