Link that does not open in another window

Hello !
For some reason, I can not force links to open in a new tab.
Even checking the box “open in a new window”, it does not work! I also tried a plugin that seems to configure this kind of thing, but it does not work too ….
What can I do for specific links to open in a new tab?
