Link to Author With No Posts

Hi,

I added this code snippet to my sidebar which shows a list of all the authors.

The problem is if the author has no posts a link isn’t provided to their page.

Can I make it so that even authors with no posts have a link attached?

P.S – I am able to navigate to the page with a direct url but I would like links to appear in the author list.
