Link user with user group

Just edit the user group like you would edit any post (click the group name when you are on the group listing page). You can then choose which users are members of that group.

Does this require the extension to be able to view the groups as owner of a page? or files?

Without the extension, the concept of group does not exist at all. Maybe I did not understand your question properly.
