LinkFreeze Vs. Mod_Rewrite

My web hosting company says that their servers are using windows 2003, so the mod_rewrite for apache will not work. However, they do have similar item call linkfreeze for windows. Is “linkfeeze” is compatible with * php 4.2 or greater
* mysql 3.23.23 or greater
