Linking an image in the code

Just put your image tag between the anchor tag:
<img src=”my-picture.jpg” />

Im pretty new to wordpress, so could you sort of go into a bit more detail please? The code is in header.php, the site is amifat.org, The top banner is what I want to link to another page:

Could anyone help pleease?
