Links broken after migration

Hi, the All In One Site Migration plugin hasn’t worked for me. All of my links are broken after the migration. I have followed:

and have had no luck.
I have enabled mod_rewrite, I have edited my htaccess file, I have AllowedOverride all, and have “saved” permalink settings upwards of 10 times now. Nothing works.
I have tried creating new pages on the production version that I migrated to and even when I try to view the new page, I get a 404 again.
I can switch permalinks back to “default” and the pages work (except for the ones I’ve set relative paths to in my menu) but switching permalinks back to post-name (which I want) gives me 404 across the board except for landing page again.
Under general settings the WordPress address and site address are both set to: https://104.236.115.137 which is correct. I have a domain name but it’s already live with an old version of the site i’ve built, I don’t want to point the domain to the wordpress version until I get all the problems worked out.
I downloaded and tried the permalink finder plug in as well, (https://www.ads-software.com/support/view/plugin-reviews/permalink-finder) did not fix the problem.
Please, any help or guidance is appreciated!
