links in different parts of the background

Hello everyone ??
I hope the title make sense.
My Problem:
I have a picture of a house as background with some windows. Now the idea was/is to click on one of the many windows to get to different parts on the menu or external sites via link.
I tryed to place the windows seperatly, or place with the absolute option an invisible object above said background with a link in it, but it will always be misplaced in different desktop scalings, not to mention Tablet and Phone.
Is there a way to “anchor” an object or anything with said background that it wont misplace itself regardless of resolution etc, or just a form to put some fixed links in this static background that wont move?
I am new to Websitebuilding and Elementor, but even though i can’t find online a solution to this, because i dont even now how to name this problem ??
