Links to anchors not working/author header & comment footer should not appear

Under mobile viewing it appears as though

appears for a second then is replaced by

this appears to happen with ANY link that contains an anchor. We think this problem appeared with the most recent update.

also – the footer about “comments closed” and the header about “author” do not appear in regular use, but DO appear under mobile use. We don’t want them to appear.
