I use the Customizable Post Listing plugin https://www.coffee2code.com/wp-plugins/ exactly in the way you’ve described it.
Just make that homepage “WP-aware” and you can use any WP function.

I just answered this in another thread today. I use CG-Feedread. It is a plugin for WP but can also be used separately to list posts on other nonWP sites or pages.

You can find it described here, but basically it means to put at the top of your page the following:
<?php require('./path-to-your-blog/wp-blog-header.php'); ?>

Glad you got it. If you don’t want to include “everything” using the blog-header, you can include just CG-Feedread with something as described here:
