List of post titles within category in specific order

I need a plugin that let’s me use a list of post titles in the sidebar within a certain category in a specific order. At the moment I’m using the samecat plugin by David Chait but this order the posts ASC or DESC. I need people to be able to add new pages (and therefore new titles in that sidebar) and determine where it should be.

Is there such a plugin?
