Listing all anchor links on website

Hello, how would I go about listing all anchor links within a website in alphabetical order. Is this possible? The link being active would be a benefit as well. If it helps, all my anchor links have h2 tags.

Essentially I would like to create an index that returns all of those anchor links listed.
