Please try it this way:

purge all

go to debug log page, clean up all existing logs.

access your site by your browser

check the log

for any static , like JS or CSS, that is not being optimized, the log should state a reason for why bypasses it.

the log is for URI “/wp-admin/admin.php”

Sorry I didn’t say it more clear, you should try to access your home page to get the log.
