The information visible in the screenshot you’ve attached comes directly from the UPS API and it seems that the UPS service might not be available between your store’s location and the entered shipping destination.
When it comes to your previous questions, you can select which UPS services offer your customers to choose from and adjust them to your needs by ticking the Enable services custom settings option first and then enabling or disabling the specific UPS service this way:
