Load assets conditionally

Thanks for nice plugin.
It will be great to load js and css file if need to show cookie notice. If someone close (accept) cookie no need to load js and css file in every page load.
It can be simply done by if( empty($_COOKIE['catAccCookies'] ) ) around add actions in class-ctcc-public.php
am i missing something?
